CIA is not my private intelligence agency, however it belongs to America and is based in America.
As far as I can guess from a non-military expert and from someone who has never been in America, the American CIA has its founders who in its constitution, have "literally put the wheat", have created a hierarchical structure, have established the primary functions and a purpose. Since its creation, on the table of the "council" always sit at the head the stakeholders of majority, immediately after come the high-ranking military, the bureaucrats of the administration, the recommended yes men sons of the sons of someone who, and finally in recognition of a past that was the immigrants centuries ago, who have always been held there to tell that everything started with us and the CIA code is ours but that today beyond telling this to the new recruits, we count for nothing.
This is because to date there has never been a critical spirit in the management of American military interests, security and internal and external politics.
The result was irrelevance and marginality on every issue and concern regarding America and everywhere America had an interest.
